: I agree with Ellen's answer, I'm just wondering if here one could say "sign a shipping contract". Just because the business person might not be chartering the entire ship, but just booking space in a ship chartered by another firm.

I understand it to mean that before the seller can arrange for shipping, he needs the customer to sign a contract for the purchase of the commodity. "Cerrar un flete" means to agree on shipment arrangements or arrange for freight.

It's a bit hard to tell without having the Spanish context, but for what I know about this topic, he would first have to arrange the freight with the customer, the customer having to accept or agree the freight, and later sign any contracts if necessary.
