I am not a legal expert, but fonetica's response agrees with what I guessed might be right, i.e. they are talking about "criminal court."

Here is how I would translate the whole thing:

Case File

Case Number:....Criminal Court

Date:....The accused (in absentia) and the case have been referred[submitted] to misdemeanor court

The case has been awarded an administrative stet processus; it has expired [been terminated] due to relinquishment [abandonment].
