Looks like consolidated accounts, and this is the target that XXX company (as a subsidiary of the Group) has to reach, as a percentage of the overall Group. Possibly its EBIT margin, given that this is the preceding line. As a translator you cannot be expected to know this, unless you have not given enough context, so do it literally.
