The 'riggar' should actually be a separate term - related to the Eng slang 'rig it up,' as in 'set up,' install, and similar.

Discussion
As we are apparently discussing plaster as opposed to cement or concrete and a screed rail is generally used for smoothing cement and concrete floors, I prefer something more general, but this is a only a point for discussion.
