Discussion

Michael Ellis Jul 21, 2017:
Screed(ing) tool Screed seems to have at least three meanings in construction: the material smoothed, the tool which smooths it and the guide for the smoothing.
As we are apparently discussing plaster as opposed to cement or concrete and a screed rail is generally used for smoothing cement and concrete floors, I prefer something more general, but this is a only a point for discussion.

set up screed rail

Not an expert, but this reading seems to give some clues (https://en.wikipedia.org/wiki/Screed)

So this looks like 2) in the first paragraph "a strip of plaster or wood applied to a surface to act as a guide for a screed tool (screed rail, screed strip, screed batten." At least this will give you ideas to search on.

The 'riggar' should actually be a separate term - related to the Eng slang 'rig it up,' as in 'set up,' install, and similar.
