it seems to me that sometimes what we refer to as "the state" in English is really what we would call in Spanish "la fiscalía." In the above example, wouldn't it be correct to say "La fiscalía concluye la presentación de pruebas" instead of saying "El estado concluye la presentación de pruebas.”?

You are right, "la fiscalía" o "el ministerio público" is better than "el estado."

: Well, the words in the source are "the State" and not "the Prosecution." There is nothing inherently objectionable about using "el Estado" in interpretation contexts. So I disagree with you.
