This is a legal document with amendments to an indictment. I'm trying to figure out what the English equivalent would be, first hand and second hand doesn't seem right in this context.

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Discussion
The contextual sentence has no 'i första hand,' and I wonder if it is there at all. If so, we should be given then entire context by the asker.
If not, this reads simply like a judge is saying "The amended charges additionally assert, **in the alternative/alternatively**, that..."
I'd like more information to answer this question, and maybe the asker needs to 'amend' there question to fit their context.
