Now that I have thought about this further and have looked at the question again, the correct answer will depend on what is written in the sentence or sentences immediately preceding the passage of text that Ioanna provided. The fact of the matter is that 'at least' is not always synonymous with 'the minimum' (i.e., they cannot always be used interchangeably), and, even when they are synonymous, I prefer 'at least' to 'the minimum' (but this does not necessarily mean that 'at least' is better or worse than 'the minimum' when they are synonymous).

Sorry, the very first Internet reference at the very top of the list was meant to be the result obtained by typing “κατ' ελάχιστον” into Google translate. When I do it, the translation it gives is: ‘
"at least”.
