Niestety nie ma podanej takiej informacji. Na podstawie całości tekstu można jednak wysnuć, że może jednak chodzić o rury obiegu pierwotnego i wtórnego.

The exact context: Two needle valves or similar devices for regulating the primary and secondary flows respectively.

I'm not sure whether it shows the purpose of these pipes ;/

The question here is what is the purpose of these pipes. The primary pipes, for example, can heat the water for one purpose; then, this heated water can heat the secondary pipes, which carry water for another purpose, say, the drinking water.
