Para obtener las H.S.P se parte de la radiación solar, a la cual se le aplican factores de corrección.

I could be looking at this wrong, but I don't think it's referring to atmospheric conditions per se when it reads "limpieza"; rather it's about how clean the panels are. Harvesting solar energy requires clean solar panels.
This is a tip for all of you loving parents of solar panels – keep those bad boys clean! It sounds simple, and painfully obvious, but the cleaner the glass is, the more sunlight can penetrate to the system and the more energy your system can produce. There it is. Clean solar panels are critical to the effective operation of your solar system.

Or perhaps you might also think about using "cleaning regime". Just to give you an example, where I live, if I leave my car out in the street it's usually covered in dust, leaves, bird excrement, etc., even after a only couple of days.
It can be even worse after storms or activity by our local volcano.

Here's another idea, viewing "cleanliness" from the opposite standpoint: "soiling"
Soiling losses: Soiling losses refer to loss in power resulting from snow, dirt, dust and other particles that cover the surface of the PV module. Dust is a thin layer that covers the surface of the solar array, and the typical dust particles are less than 10 µm in diameter but this depends on the location and its environment. Dust is generated from many sources such as pollution by wind, pedestrian volcanic eruptions, and vehicular movements among many others. The accumulated dust over time aggravates the soiling effect. In fact, the amount of accumulated dust on the surface of the PV module affects the overall energy delivered from the PV module on a daily, monthly, seasonal and annual basis.

Solar farms, smart cities with distributed solar generation systems [53], and rooftop solar panels at household level could be designed more efficiently considering the effect of shading and dust deposits.According to detailed overview presented in this paper, the following major conclusions can be summarized:

I think this (soiling) would actually be my choice here, it's clearer to understand than "cleanliness".

Thanks, Marie. Yes, it seems to me that "cloud cover" or "how clean the air is" are already covered by "fenómenos de clima" and "contaminación de la atmósfera".

Assuming it means how clear the sky is, and I think it probably does, English doesn't categorise the sky in this way. We don't say the sky is 60% clear, we say there is 40% cloud cover.

Clear skies or sky clearance would work if we are not talking about correction factors. I spent some time looking it up because I doubted my own answer after Robert's answer - maybe I was thinking too technically!! One of the correction factors is the sun reflecting off the panels, which would effectively happen if the panels needed cleaning. So I'd go with Robert in this context.
