For "pasacalles" I only get translations like 'parade' and 'march'. Could this refer to flyers?

Las actividades realizadas en 2012 por la Sección Comunicación Social que es el área que informa y difunde las actividades del SENEPA a nivel interno y externo, con el trabajo en red con Comunicación de Gabinete y medios masivos de comunicación son:

Thanks, everyone! Believe it or not, I checked 3 dictionaries before I posted the question. I just didn't use the ones that had the answer.

In Brazil, in the smaller towns, sometimes people stretch them across at pedestrian level during red lights.

over-the-street/street banner

Definitely "banner", as the rest suggested, but as for we understand for "pasacalle" in Spanish, I would more precisely use the term "street banner" or "over-the-street banner"
