@Yvonne & Asker Unfortunately, the Asker hasn't given sufficient context to know whether:
a) This is a scheme with phased handovers and they are talking about the "latest" of these meaning either the most recent handover, or the last of the phased handovers;
or
b) This is about the latest possible date for hand-over in the light of the construction start date now being known.

We need to know what comes before and after the snippet we've been given.

sometimes it's best to ask in En>En for an explanation! So, here goes: "latest handover" means that "réception" or "acceptance" of construction project cannot happen any later than the long stop date (latest date for finishing) which is 3 years from the start date of the project. So project must be finished and handed over within 3 years from the start date!

Il faut pobablement comprendre ..... "Le dernier transfert de propriété ou l'acceptation du projet pour lequel la date butoir de 3 ans à compter de la date de début des travaux de construction est envisagée par les parties."
