In this context, the "abklärende Person" is an agent or official. In the second sentence, "Abklärung" would be an assessment.
Example sentence:

The "agent" has no right to tell me how to treat my children. Why do you feel the "KESB"[Children and Adult Supervision Office] has requested an assessment?
