I believe this is a typing error, and what the writer meant was "racialism", a word which has now been almost totally replaced by "racism", meaning the same thing.

And yet, the Merriam-Webster defines rascal as "a mean, unprincipled, or dishonest person". No childish or comedy involvement -as per dictionary... And so maybe rascalism (en tanto que vileza o falta de principios) could well fit within the context after all.
