@Asker If the "authenticated true and correct English translation" was authenticated by an incompetent, then that authentication doesn't make it a "true and correct English translation".

this looks like a "translation" done by a local who blindly copied the sentence structure and words of the local language - you have better chances deciphering this if you ask for "a proper translation" in the Burmese to English language pair - a native Burmese should be able to recognise what is meant from this probably word-for-word "translation" and give you the exact meaning. Same as I could "decipher" most bad translations from Serbian.

@ Asker This is obviously total gibberish in EN, though one can guess at its meaning "for whatever purpose this may be helpful' etc.
In essence "To whom it may concern" (and for whatever purpose it may be useful)

It's impossible to guess, of course, what the blank lines following might be intended to contain; you can after all only translate the text in front of you!

submit that for help to need his needness is I forgot to say that there are lies to be completed if needed after this. So "Faire pour valoir ce que de droit" might not be suitable.
