It’s a law enforcement term. Once a person has been found guilty (a minor offense) he/she may choose to pay a fine instead of a court hearing.
The equivalent in English that the dictionary suggests is “order of summary punishment” which when used does not give the accused a slightest idea of what it actually means. When I google, I do not get any hits on “order of summary punishment” either.
Can anyone come up with a better translation alternative?
