@ Asker I would understand this, from you context, as meaning a large-magnitude increment in the downwards sense — say, for example, a jump of 10% instead of 1%
The only problem is, not knowing what is being adjusted, we can't tell how to interpret 'down'; I doubt it physically means 'vertically downards', so it presumably means 'in the direction of reducing' — but which verb we might use for that in FR may depend on the parameter that is being 'reduced'.
