(Swedish) National Collective Bargaining Board

I’m guessing from the role description that it refers to Statens avtalsnämnd.

SCB has used the clumsy ”Government Board on Collective Bargaing over the years. An example is buried within the lonked report. I haven’t found any other translation yet.

Well, my touch screen just embarrassed me with a premature delivery. I intended to write ”... Government Board on Collective Bargaining ...” in that explanation.

Diarmuid,
I've seen that same use of "Government Board for Collective Bargaining" but I think Deane's caution should be observed here. I'm not at all convinced that it's exclusively the case that these agreements refer to Statens avtalsnämnd. Plus I've made a TM from what I believe is the translation you refer to, and I'm skeptical of its overall quality after seeing it in action here. ('Tis the season for translating collective agreements . ;-) )
Peer comment(s):

neutral Deane Goltermann : You need more context, I'd say... like I do. 1) I get too few hits for it to be national and still existing as such. 2) I found my reference (below) with wording very much like the text given, but in a distinctly private context.

I don’t disagree, and it’s why I said ”guessing”. Actually mulled putting both ”Swedish” and ”National” inside one set of parentheses for that reason. I think I was too heavily influenced by the description and the role in arbitration.

3 KudoZ points awarded for this answer. Comment: "I had decided that this would be the most suitable translation, but now I have discovered that the trade union itself uses "Government Board for Collective Bargaining", which seems to be a good translation in this context."

(collective agreement) board of representatives

Generally more sure about this one, though more context will confirm (or not). I've found this suggestion at the reference here. Fairly reliable Swedish source for this particular term. If the lawyers (JUSEK) don't know, then who can you trust? ;-)

agree Charles Ek : Plus they have the wisdom to use ”shall take precedence” and none of the execrable alternatives often seen elsewhere. :-)

(IRE) The Sectorial Collective Agreements Committee

Usually a committee in Eire in this context, rather than a board.

Maybe we ought to factor the asker's country of residence into any answer or at least consider what comparable institutions e.g. industry-wide Joint Labo(u)r Committees in National Partnership might be there.
Example sentence:

However, the agreement note1 signed in 2008 was unable to withstand Ireland’s economic crisis, and the country has returned to company level bargaining in the private sector, although in the public sector the government reached agreement with the union

Note from asker:
Thanks for your suggestion Adrian - in this case the text will actually be used in Sweden. On another note, and I wouldn't mention this if your weren't a linguist, the name of the country is actually 'Ireland', unless you are speaking Irish, when it's Éire. This distinction was the subject of a dispute between Ireland and the UK, who refused to refer to the country by its legal name of Ireland until the 1960s. So, when an Irish person hears an English-speaking person use the name Éire (or even worse, the Irish Free State), it's like when they hear someone refer to Zimbabwe as Rhodesia :-)
Peer comment(s):

disagree Charles Ek : I have no idea what bearing an asker's country of residence has on this or virtually any other Kudoz question, unless expressly stated. Many of us work for clients and agencies thousands of miles from where we live and who often use other terminology.

I knew it was you as soon as I saw the disagree, plus you need to be careful of Irish English usage.

Collective agreement board??

We'd want more context. This interesting read involves a distinctly private context -- the LO and a business association. The define an avtalsnämnd similarly to the asker's text -- see p 34. https://www.lo.se/home/lo/res.nsf/vRes/lo_1366026587231_bema...$File/Bemanningsavtalet_2016_2017.pdf

Moreover, there seems to have been a national entity, 'Statens Avtalsnämnd" but you (at least I) only get a lot of historical hits like yours from 1962, but nothing recent.

Another current reference -- private context -- between Kommunal and KFO (employer's association) with a slightly different definition... more like an arbitration board.
