there are other terms, talking of "exclusion" from the target list, but given when and where these instructions are to be applied, I would see agreeing with some local militia what are "cibles interdites" reinforces the message that "you have to leave these alone" it's enough plain-speak to avoid any "misunderstanding".
Doesn't seem to be widely used, but samples in the right context by a French author can be found:
