El término correcto es "vinculante" para binding, no "vinculado".
Creo que se trata de un doublet, y que básicamente lo que se quiere expresar es que, sí, las partes se someten a las disposiciones del acuerdo. Ofrezco una traducción posible:
...las partes acuerdan regirse por este contrato y aceptan que sus términos y condiciones son vinculantes desde la fecha...
