I've never seen PREFECTURA used to describe a location in Venezuela. This birth certificate is from 1939 so I'm wondering if perhaps Venezuela used to have jurisdictional prefectures back then. How should I translate PREFECTURA?

I'd go for prefecture.

agree Andy Davis : I'd translate it directly as Prefecture Secretariat and not try to get clever with any equivalents. We've got prefectures in Japan and there used to be prefectures in Brazil I believe. They're the same as counties (UK), states (US) aut. communites (ES).

This is Venezuela in 1939 and not a British school prefects' room or den cf. Prefectura de la Policía is not a Police Prefecture, but an HQ.

IATE's original 'translation': Prefecture.

disagree AllegroTrans : Since this is not in the US, this is misleading, even if there is a vague equivalence; I would definitely stick to "prefecture" as others (above) have said

Then, by that reasoning, use Police Prefecture for Prefectura de la Policía. BTW, 'Regional Commissioner' is a back-translation for the French term of Prefect used by both the ECJ in Lux and ECtHR in Strasbourg.
