If I understand this correctly, it's called underdrive. Cf https://www.dictionary.com/browse/underdrive
Skip to 4:20 at https://www.youtube.com/watch?v=bWtK5mzuddo and he'll mention overdrive when talking about a planetary gear ratio of i < 1.
