This was translated (poorly, in my opinion) in the article itself as "centralization" No definition of "centralized" that I know matches this meaning. Is there another, better way to convey this concept in English?

Although I think Luigi's answer was more applicable to my context, I do think you made valid points and they could be useful to someone else who has a similar question. Not a new system I have worked in the Italian healthcare system, and in my opinion Luigi's translation does not correspond to the intended meaning. It's only a "central" system in the sense that whoever calls the emergency services calls 118, and the emergency operator instructs them which hospital to go to, so that a patient with severe trauma is not taken to a hospital with inadequate facilities.

Concordo con te sulla "povertà" del traducente. Non è facile però sfuggire al calco. Leggendo un pò di articoli cercherei di cavarmela così: "Al paziente.....veniva applicata la procedura di accesso centralizzato e ricoverato....."
