Cualquier desocupación debe estar asistida. Separando delincuencia, pobreza y enfermedad.

host site/resettlement site
In your first example, maybe host/resettlement site, as it seems to be about relocating marginalised people:

The carrying capacity of each host site needs to be assessed to determine the number of resettlers it can accommodate without overloading existing infrastructure.

One response to prevent augmenting urban poverty involved the relocation of residents to resettlement sites that were usually outside of the city.

: I agree that it seems to fit the first example, but I'm not sure about the others, and Wendy hasn't told us what this text is about.

I know, the examples given are quite different. I think Muriels answer would fit the other ones, but not necessarily the first.

a place where resettlers/(migrants) are welcome
This solution needs a term that is not emotionally charged like 'migrants', so I picked "resettlers." The word is widely used but still doesn't appear in the dictionary,. Surely it's only a matter of time because everyone is trying to avoid 'migrants'.

(what is a) welcoming haven
Though the original meaning of haven is a port or harbour (and prison in Viennese dialect), haven straddles - on earth - land, mountain areas and the sea.

Discussion
it just means different things depending on context;
Suelo; from soil to land to country
De acogida (que acoge);
... referred to the soil where a plant is going to be [transplantada]
... as land approved for construction
... as free land where to develop the economic potential of the city
And so, there is not just one translation for this; context is imprescindible.
