@Chema Nieto Castañón You are indeed right! Sorry for any headaches this may have produced. My client is very quisquilloso and I don't think he'd be pleased if he Googled the phrase from his book and found it popping up in a translator's forum, which is why I opted for the same phrase in web quote. Thanks for your thoughtful comments!

it just means different things depending on context;
Suelo; from soil to land to country
De acogida (que acoge);

encontrar su lugar y echar raíces en el suelo de acogida
... referred to the soil where a plant is going to be [transplantada]

ha aprobado el cambio del uso de suelo para acoger la construcción de la planta de tratamiento de cenizas
... as land approved for construction

desarrollo del Medellín hasta ahora encajonado y recalentado por la ausencia de un suelo de acogida para todo su potencial económico
... as free land where to develop the economic potential of the city

And so, there is not just one translation for this; context is imprescindible.

I found all of these on Google, but I presumed it was about the first one, and that the others had been added to pad it out a bit. If this is about countries welcoming refugees, m answer doesn't fit.

@Franglish These are all examples taken from the web. If you Google the phrase in between quote signs, you'll see them all (and more!). It's an odd phrase because at times it seems to mean "the country" (or place of destination) that welcomes an immigrant/refugee--I was just trying to see if anyone had a better term for it.

This solution needs a term that is not emotionally charged like 'migrants', so I picked "resettlers." The word is widely used but still doesn't appear in the dictionary,. Surely it's only a matter of time because everyone is trying to avoid 'migrants'.

Though the original meaning of haven is a port or harbour (and prison in Viennese dialect), haven straddles - on earth - land, mountain areas and the sea.

NB the (British) English technique or (legal drafting) trick of introducing a filler, like what is or what boils or comes down to - to make the translation, arguably, more stylistically balanced:
