A "tracking ID" is N_E_V_E_R any kind of URL/ hyperlink - it's a kind of "ID number" used for attributing collected user data, so that the web activity of someone could be tracked and used for marketing purposes. Same as "third party cookies" are used to track user activity and the information is sold to advertisers.
The dream of marketers is know exactly WHO is doing WHAT on the Web, but often a "tracking ID" can at best be linked only to a specific computer or smartphone, not to a specific person, so ONLY some "tracking ID" are "linkable" to a specific person / to someone's personal identity" NO CHANCES of any kind of "hyperlinks" showing in his story!!!
The whole point of a "Privacy Policy" is (unsurprisingly?) in the legal aspects of protecting (or some cynics would say "pretending to protect") user's privacy.
A "tracking ID" that COULD be "linked" to someone's personal identity (=>"linkable ....") if passed to unintended/unauthorised third parties could be used to identify someone in a context when it's not allowed - like compiling aggregated data. - thus this company is saying on scout's honor they won't pass "linkable" tracking ID when selling data (IOW they will pass only "tracking IDs" that can not be linked to specific person)

Une fois de plus, Linguee offre de bonnes options (des mauvaises pistes aussi, il faut se donner le temps de trier...).
Example sentence:

@Adrien: merci pour vos remarques. Je tiens à vous préciser que je ne "m'acharne pas" à vouloir le traduire, j'utilise seulement une fonction du site permettant d'obtenir le point de vue d'autres traducteurs lorsque j'ai un doute (il me semble que Kudoz est dédié à cet effet). J'essai toujours d'être la plus précise possibile et cela me semble légitime (de mon point de vue, il vaut mieux éviter les "il va de soi" dans une traduction juridique). Quant aux critiques d'Antoine qui n'a fournit aucune suggestion personnelle, je n'ai aucun commentaire.
Je ne comprends pas pourquoi les réponses ont cherché à extrapoler ou faire de la périphrase alors qu'il est souvent demandé de faire court et bref dans ce genre de textes...
En ce qui concerne Linguee, il ne s'agit que d'une compilation de traductions humaines, bonnes ou mauvaises, dont le contexte ne correspond que rarement à celui auquel le traducteur est confronté en direct-live.
