As Nicola points out, property in Italy calculates internal space in accordance with standards to achieve a net figure. For example, balconies, cellars or storerooms might be counted at one third of their gross space area to provide a figure for total property net space. This can then be multiplied by the average value per square metre assigned in the Revenue Agency for the particular street or area to achieve a market valuation.

There is much confusion by the term consistency but this is an old matter…
Also in Italy when you are speaking with someone (people) and say consistency/consistenza they think like a inner texture of the sausage, if is hard or not.
When you speek with a technician or a technical savvy and say consistency they think like an ammount of quantity.
For a site manager consistency of unit is a gross area of aparment with walls

One for the land called "catasto terreni" and one for the real estate, "catasto fabbricati".

This doesn't change anything for the purpose of translation.
The real problem is that the writer understood this word with a meaning of his own and I think the only chance you have is a literal translation of the term IMHO

Sorry but I think the question is different. Related to building construction, "dati di consistenza" has a completely different meaning, it refers to the Cadastre of Real Estate and concerns an appropriate/special calculation of the area of the buildings.
I've worked in this business for many years and I'm a real estate agent with licence.
When you sell a property, you have to refer to it quantity (consistenza) and category as you can see from here.

The cadastre determines this area with this calculation as you can see from the links below and according to the Uni 10750 standard these two areas are currently the same.
