En palabras simples, significa que vas a cambiar de pagar IVA a no pagar IVA por la naturaleza de tu negocio, servicios ofrecidos, etc.
La traducción sería algo así:

Aquí te dejo fuentes que explican el significado de lo que buscas, entiendo que traducirlo a un término expecífico no sería de mucha ayuda, lo mejor sería explicarlo, mi opinión.
La Ley 1943 de diciembre 28 de 2018 derogó y/o modificó las normas del Estatuto Tributario que hacían referencia al régimen simplificado del IVA, estableciendo que quienes antes figuraban en dicho régimen pasarán a ser considerados como no responsables del impuesto en mención.
Como resultado de todos esos cambios, las personas naturales (sin incluir sucesiones ilíquidas) que realicen alguna de las actividades sujetas al IVA mencionadas en el artículo 420 del ET (venta de bienes muebles gravados, prestación de servicios gravados, juegos de suerte y azar gravados, venta de intangibles asociados a la propiedad industrial, etc.) podrán operar a partir del 2019 como no responsables del IVA; es decir, no tendrán que facturar, cobrar ni declarar dicho impuesto, siempre y cuando cumplan el siguiente conjunto de requisitos y reglamentos especiales:

However, that is not how the Colombian VAT system works: VAT on the acquisition of fixed assets cannot be credited but must be capitalised as part of the acquisition cost of the assets, for further depreciation.
