I am slightly confused by the use of として in this sentence from a property lease about payment of monthly rent. Any help appreciated.
Does this simply mean that the Landlord will not accept a refund as a monthly payment?
Or does it mean that no refunds of monthly payments can be made? (Is there an implied word omitted)

I suspect that this is an 悪文, i.e., either that "として" is simply faulty grammar or that "毎月支払いとして" was pasted from some other source without adjusting the grammar to match the rest of the sentence. But I cannot be sure without seeing the complete sentence, or perhaps even the complete paragraph.

I do suspect it to be faulty grammar, an impression that is reinforced by the second part of that sentence. Searching around online, I don't see "返金に応じない" being used on its own, at the end of a sentence or clause, but instead always modifying a noun, and in these cases "応じない" is not a contractual condition but instead a failure to fulfill an obligation.
