This is a footnote from a Russian-language article on the
1939-1941 "Balkan Crisis".
I'm puzzled by the apparent reference to Kuybyshev, which wasn't
the de facto Soviet capital until late 1941.

"1940/1941" would includes the whole of these two years, so even "late" 1941 would be in there.
