Agree with Seth in that it's not an "agreement", it's a resolution by a government agency to implement statute law. However, I'm not sure about "decree". I always use the more neutral "resolution".

In this case, it's presumably issued by the Secretaría de Educación Pública, and therefore not an executive order per se.
