This is probably a field to identify whether the deceased person was a registered voter or not, since voting is mandatory in Brazil to a certain age (70). The field has probably a simple "yes/no" answer. You can see the field "eleitor" in the image provided in the website I have linked.

: Se era eleitora, é ÓBVIO que era registrada. Não existe eleitor sem registro. Acréscimo sem sentido e totalmente desnecessário.
