Spanish term
recuperar a los 65 años la penalización a la jubilación anticipada
I'm stuck on this sentence which features in a radio programme dealing with the Spanish government's handling of pensions. I was thinking something along the lines of:
recover/reintroduce the penalty for early retirement at the age of 65
Here is the paragraph for some context:
Hoy además los prejubilados y los pensionistas reivindican en un importante Congreso que se ha inaugurado a las 11 de esta mañana, lo siguiente se escuchen, recuperar a los 65 años la penalización a la jubilación anticipada, un Estatuto del prejubilado, mantenimiento del poder adquisitivo de las pensiones y la mejora de las pensiones de viudedad, eso entre otras cosas.
Also: reivindican = make a claim, yes?!
Gracias de antemano y un saludo.

When entering new questions, KudoZ askers are given an opportunity* to classify the difficulty of their questions as 'easy' or 'pro'. If you feel a question marked 'easy' should actually be marked 'pro', and if you have earned more than 20 KudoZ points, you can click the "Vote PRO" button to recommend that change.
How to tell the difference between "easy" and "pro" questions:
An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)
A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

: Right. If you retire earlier, your pension is lower. The demand is that once reaching 65 the pension should be paid in full.

Discussion
1) Your query should clearly be classified as PRO. Deeming it as Non-PRO is an understatement, this being said with all due respect, of course.
2) Your interpretation is wrong or contradictory (“recover/reintroduce the penalty for early retirement at the age of 65”). “Recover the penalty” (= recover the money lost because of the penalty imposed for early retirement, which is what your source phrase means in my view) is alright, but “reintroduce the penalty" is just the opposite of the intended meaning.
3) The section “lo siguiente se escuchen,” doesn´t make any sense. Please check your source.
4) “Reivindicar” = claim, demand, yes, something along these lines.
