Some suggestions Condicionamento = limitation, restriction, inhibition?
Religação = reconnection, reclos(e)(ing)?

(Circuit) breaker manual reclose restriction?

Thank you, but I do not see how your reference supports the use of conditioning as the equivalent of condicionamento. Please clarify.

Conditions or requirement for manual reconnection of the circuit breaker

I believe this "condicionamento" actually refers to the conditions necessary for the operator to reconnect the circtuit breaker manually. It's not the ideal term in Portuguese, but you know how people like to ornament their text using nice words instead of the correct ones around here.

Talvez fique mais claro assim: "Conditions that block automatic reconnection and require manual reconnection" or something like that.

Ok; it "consists in an alert to prevent the automatic operation of the circuit breaker by the systme, whenever manual reconnection thereof is restricted."
So my suggestion would better be "conditions or requirement to restrict manual connection of the circuit breaker", I guees.

** "to restrain"

conditioning for manual reset of the circuit breaker

https://www.britannica.com/science/conditioning#:~:text=Cond...
"Conditioning, in physiology, a behavioral process whereby a response becomes more frequent or more predictable in a given environment as a result of reinforcement, with reinforcement typically being a stimulus or reward for a desired response."
