"over-the-counter" sales would normally be sale done "over the counter" (= with the buyer physically present in a brick & mortar shop), as opposed to ordering by phone or on some website.

An additional twist for "Over-The-Counter Medicine" is that no prescription is required - anyone can just walk in the pharmacy and buy "over the counter".

BTW "hors cote" could make sense when trading various "financial products" - not applicable when selling "sportsbooks", not in a month of Sundays.

Once you figure out that this has nothing to do with bookmarkers but with bookmakers - betting shops, and that a SSBT is a "Self Service Betting Terminal" (i.e. no interaction needed with a living person serving you "over the counter") all pieces fall neatly in place.

Here "over-the-counter solutions" are most literally that, i.e. "solutions" that help retailers to sell "bets" to gamblers over a physical "counter" in the betting shop as opposed to gamblers using a "Self Service Betting Terminal".

disagree Daryo : ANY relevant references? As far as I know (and can find by searching) the concept of "marché de gré à gré" may well make sense for traders of financial instruments, but is hardly applicable to retailers selling sportsbooks ...
