I think you're overthinking this - it seems pretty clear to me that they issued the judgment on that date. But either way, 'selon le jugement' isn't part of the question.

Just from experience.

The first judge who had to rule on a given issue, possibly creating case law, possibly in a court of appeal or in the French Court of Cassation.

You're right about "have had", but "have had" is an important indicator that the matter has not been ruled upon before and that the decision may represent a precedent. Also it's legal, so we're entitled to be wordy and as precise as possible.
agree Nikki Scott-Despaigne : "Having had to". The formulation is important. It indicates lack of choice. However, does "selon, etc." mean that the judge had to follow the ruling of 01/04/19 or does it mean that the jdgt of that date indicates that he had to rule as he did?
