It's very difficult to explain unless you're a horserider. What it really means is that the horse is totally attuned to the rider and that everything you do will have an effect on the entire horse, without any body parts (or parts of the brain) being blocked/unwilling/unable. In order to get into this state, the horse has to be totally relaxed, healthy, and trusting.
