This is a text describing environmental work in Buenos Aires (city and province). I am finding the terms "piped river" and "tubed river", but neither seems particularly convincing:
Entre las inundaciones de abril de 2013 y el cierre de la experiencia de QPR en 2016, Torroja y Corbalán publicaron una serie de textos en la revista literaria Mancilla, sobre distintos scenarios (el Riachuelo, la isla Paulino, el barrio porteño de Saavedra y su entubado arroyo Medrano, la pampa sojera) para describir la ecología de diferentes cuencas con sus múltiples actores. En 2018 los textos fueron reunidos en Mil cuencas, un ebook autopublicado por m7red.

neutral Thomas Walker : See my answer below for a discussion of piped versus tunneled. "Tunneled" seems to be a term used almost exclusively in medical writing, as for example in "tunneled catheters."

piped stream

The term "piped stream" seems to me to be the best English equivalent for "rio entubado." The basic meaning of entubar is to pipe, i.e., to convey, usually a liquid, in a pipe. A tunnel is generally taken to mean a passageway for vehicles, people, utilities, etc.
