Elapsed means a time that has passed by or something that has been done. In this context though, it refers to the gas that hypothetically has been delivered. Do we know for sure that this has happened? Not necessarily. It's a method to calculate how much gas should be transported/delivered if a customer wants to reduce its order (before the end of a cycle, I think).

Well, the first explanation comes from PG & E, a California-based gas company. Since you are translating a document for the Southern California utilities authority, PG & E's explanation fits quite well. It also makes more sense to a layperson, in my opinion.
