The letter simply states that the agreement(s) entered into are to be subject to all the Ts &Cs of the Framework Agreement. So I'm thinking that this should be Letter confirming compliance with the Framework Agreement...
I don't think this is "Signatory Letter" as that has a different meaning.

Gracias and thanks, Chris. Deludes and eludes. Otherwise, translators and interpreters off-list tell me they will take my SPA/ENG etc. answers as the more reliable way-out.
