Architecture
In this case, does 'soigné' mean the building's in good shape, or does it mean something else?
Le site existant est marqué par le patrimoine industriel de la région XXXXX. L’architecture est typique et le design de la construction est remarquablement soigné.
Thanks.

good
Or "the building is remarkably well designed", or "a great deal of care has gone into the design".
Or you could say "elegant" if that's appropriate - I don't know what the building is.
It's about the design, not the condition of the building. Soigné may be an unusual choice of word, I don't know, but the meaning is clear from the context.

stylish
There are other possibilities, but this is maybe your best bet.
Hard to say without getting a look-see at the building.
Definitely nothing to do with the shape the building is in, I can rule out that for you.

One very straightforward "technique" here is to think about words to describe the design of a building.
Stylish is always going to be number 1 on the list, and that, helpfully, is one of the things "soigné" means.

Look at the building, and say what you see and maybe even feel, something very positive and appropriate!

remarkably fine
"soigné" in this context often means it was done very meticulously, down to the finest detail. Not just stylish, which does not have this notion of fine detail. It's more than that.
Discussion
(FR: Le design ou les planifications dessinées d'un arquetecte sont planifiées bien, préparées et élaborées soigneusement. Un bâtiment duquel l'arquitecture et le design de sa construction est soigné est bien entretenu.)
(soigner = to take care of)
