You could also say "extraordinary", which is used in an accounting context, but I think this sounds more natural. And you could say "real estate".

In Anglo-Am law, land includes ground + buildings.

An 'English' equivalent of this tax exists in Oz. US Am. is likelier to call this levy a property tax and, formerly in the UK, land rates.
