Aspas retas e aspas curvas
Na verdade, na tradição gráfica do português não são usadas aspas retas. O nome do sinal é plica: simples (′) ou dupla (″). Elas são usadas para simbolizar:

unidades de tempo – minuto (′) e segundo (″);
unidades de tamanho – pé (′), polegada (″).
