The same equivalent is used in all parallel corpora, and even the official website itself, so it is better for you to use the same equivalent, but if there are additional and specific explanations about the identification document that the audience should know, it is better to briefly add a footnote.

This is the mother of a martyr....she is in no way a veteran in the true sense of the word....

In this particular case it is the ID-card of a mother of a martyr....so veteran would not be applicable, as the mother herself is not a kohnesarbaz' or 'janbaz'....
