I think you have parsed the sentence a bit strangely. The phrase should be 'quote, end-quote cloud' rather than just 'end-quote cloud'. It looks like it's someone talking about cloud computing and using air quotes which have been transcribed as quote, end-quote, i.e 'to use the "cloud", basically a computer at a different location, to store data...'
