Crédit Logement provides a guarantee regarding mortgage repayment, this is to do with that.
I don't know about the exact mechanics of the situation, but they're irrelevant anyway.

To clarify: this is my translation of "RESTITUTION QUOTA PART [sic: quote-part] CL".

It's not "partiel" in this context, it's "quote-part". See line 3 of the web page I have linked to.

Looking at the question at the bottom of the page, "Part" should mean exactly "partielle"

disagree Conor McAuley : Not a partial refund. "QUOTA PART" is a mistake/typo by the bank or by Elizabeth (these things happen), should be "QUOTE-PART", meaning "share" in some contexts, see https://www.wordreference.com/fren/quote-part
