It's not "partiel" in this context, it's "quote-part". See line 3 of the web page I have linked to.

: Not a partial refund. "QUOTA PART" is a mistake/typo by the bank or by Elizabeth (these things happen), should be "QUOTE-PART", meaning "share" in some contexts, see https://www.wordreference.com/fren/quote-part
