Comencemos por definir que es un cab card: un documento que identifica un vehículo específico en una flota (y no solo se usa en Minnesota).
Cab card means a registration card, in the form of a paper card or electronic image, issued by the base jurisdiction for a vehicle of an apportioned fleet that identifies the vehicle, base plate, registered weight by jurisdiction, and the jurisdictions in which a vehicle is registered.

se explica en License application que el comisionado, al aprobar una solicitud al respecto, debe emitir las suficientes cab cards para que haya una en cada unidad de mudanza de edificaciones (lo cual hace mas explicito que es individual).
En el mismo punto se indica que la empresa puede pagar por hasta cinco floater cab cards.
Entiendo que un floater es una unidad que no pertenece a la flota pero que puede ser utilizada para los fines del permiso: una unidad "flotante", adicional, que igualmente necesita la identificación de las anteriores (no solo para circular, en este caso, en Minnesota sino también si traspasa los límites estadales).
En la planilla de solicitud,

no hay nada que diferencie la identificación que debe proveerse para un vehículo de la flota de la requerida para uno flotante; lo que si es obligatorio es que esa unidad tenga la permisología necesaria para efectuar los trabajos a los cuales está autorizado el solicitante, sobre todo porque la flota tiene una identidad gráfica determinada que la unidad adicional/flotante no muestra por no ser parte de aquella. La unidad flotante/adicional muy seguramente es una contratada.

Otra expresión usual para representar la función en lugar de "flotante" es "móvil": "tarjeta móvil para/de cabina". Por contraste con las tarjetas de bajo costo de 10$ que son fijas para determinado vehículo específico.
"de/para cabina" necesariamente debe estar incluido en el nombre, porque es una tarjeta específicamente para tener/exhibir en la cabina del vehículo cubierto por ella.
