Existe una diferencia entre el significado de "at heart" y "at the heart of," que quiere decir:

Discussion
El texto parece proceder de la reseña que hace un usuario en determinado sitio web. Es posible que se hayan publicado fragmentos de dicha reseña uniéndose inadecuadamente o que la reseña no esté muy bien escrita. Cuando habla de "at its heart", más que a la unidad debería referirse a las instalaciones donde opera la unidad (Black Site) = En el centro neurálgico de Black Site. Otra opción, pero producto de una especulación.
