Il s'agit du rôle que joue la police dans un pays, ainsi que sa contribution à la sécurité.

Je ne sais pas s'il faut traduire par "organisme respectueux des droits"

Is that supposed to mean that some other agencies don't give a damn about anyone's rights?

Even "regarding" is not so obvious.

"regarding" as in "their business is about rights (whose rights?) (i.e. "regarding" = "in regard to" / "concerning")
or
"they have regard for the rights of ..." (again, whose rights?)

"attachée au respect de la loi" ? as opposed to other state institutions that are designed to ignore laws?

That sounds to me like saying "water is wet" - where is the information gain?

Asker's ST about the police in the US/Canada, with its supposed focus on rights, can usefully be compared with public statements by the police in Belgium, where the declared focus is more on the 'community'.

You ask "Whose rights?" Given that police forces in the counties referred to here are established as 'public services', its clearly the rights of their paymasters - the public at large. agree Bourth : From what I've seen for 'a rights regarding', it refers to human, etc. rights, not the law (though the police does that too!)

Tks. There are dozens of Ghits for 'rights regarding access to health-care, etc., and they interfere with attempts to find 'rights-regarding' as a single hyphenated term, as per Asker's question.

A mon sens, tout organisme chargé de l'application de la loi a un souci constant du respect des lois. J'espère cette proposition vous aidera.
