ALSO it makes sense to be have "groupes d'intervention (spécialisés) / groupements spéciaux d'intervention" in the same list with "maritime special operations forces" - it's all the same type of items in the list.

: oui, il s'agit bien de maintien de l'ordre. Je dirais peut-être juste stratégique, plutôt que tactique....

j'avais hésité mais s'agissant d'intervention en mer j'avais penché pour tactique

: "tactical" refers to "law enforcement" (the "level" at which they do the law enforcement) NOT the agencies

What is "tactical"?
OPERATIONAL PLANNING
Tactics are the method of deploying police resources in order to meet specific objectives. Depending on the circumstances, the police response may consist of a single tactic or a series of individual and/or combined tactics.
The proportionality of any specific tactic varies in accordance with the scenario to which it is applied. There is, therefore, no set grading pattern that can be applied to individual police tactics.
The outcome of a planned response should be a series of police actions that demonstrates clarity of command, structured processes and the deployment of tactics which are proportionate to the circumstances.
https://www.college.police.uk/app/operations/operational-pla...
Absolutely NOT interchangeable with anything "strategic".
But "tactical" applied to various "law enforcement agencies / units" is not really about "tactics":
Definition
Police tactical units are specialized units of a police force tasked with resolving high risk / critical incidents, including:
-- high risk armed offender / suspect searches / apprehensions including arrest warrants[1]
-- high risk search warrants involving an armed / dangerous offender / suspect[1]
-- siege / barricade incidents involving an armed offender / suspect[1]
-- domestic counter-terrorism incidents such as hostage rescue and / or armed intervention (including units that may be granted authority for overseas operations)[1]
In the United States, police tactical units are known by the generic term Special Weapons And Tactics (SWAT) team (other countries have adopted this term).[2] In Australia, the term police tactical group is used for police tactical units.[3] The European Union uses the term special intervention unit for national counter terrorist police tactical units.[4]
For military special forces / special operations forces, see list of military special forces units.

It's a roundabout way of naming various "special units" / "specialized units".
