Tengo como opciones "which qualified him as" y "earning the degree of"

The Venezuelan qualification could be 1. diploma level 2. uindergraduate degree - the general, but possibly wrong assumption or 3. a postgraduate-level degree : example sentence and first weblink. So it may be wiser not to spell out the qualification,
