Danny hears the drone of the television. “Sox winning?”
“Until they get into the bullpen,” Ned says.

I know what the bullpen area is, but, living on the wrong side of the pond, I don't get the meaning of this answer. So, are they winning or not? Much obliged for your help.

they are winning, but they may not be when they start using their substitute pitchers

In other words, the relief pitchers to be used later in the game, who warm up in the bullpen, may not be very good.

I'm a Brit, so I had no idea. This answer comes from my American wife, so I told her she can have the points if you award them to me.

She said what do I do with the points, and I said you exchange them for prizes. If we collect enough, we can get a Lamborghini.

bullpen is the small area on a baseball field where pitchers warm up

The bullpen is the small area on a baseball field where pitchers warm up, throwing practice pitches to a catcher. The bullpen is often situated in the foul zone along the side of the field.

In a professional baseball game, there is always at least one relief pitcher getting ready to replace the starting pitcher. These backup pitchers practice in the bullpen, keeping their throwing arms warmed up and ready. Sometimes the people inside the bullpen are also referred to as "the bullpen."
